The issues of governance in Pakistan are varied and represent a large agenda for those seeking to promote reform. Specific ways in which the British Council has worked in these areas include:
- Legal and judicial affairs
- Supporting the development of curricular and training modules for institutions and NGOs working in the legal and judicial fields.
- Supporting improvements in the accountability of law enforcement agencies by providing police training.

- Raising awareness about gender issues and highlighting problems arising from gender stereotyping.
- Promoting equality of access to education and health facilities through supporting institutional reform at provincial and federal levels.
- Management and administrative reform
- Supporting institutional strengthening and reform within the public sector by providing management training and support in the fields of primary education and primary health.
- Providing individuals with opportunities to examine corporate governance in Britain under the BOND scheme awards and the Bank of England fellowships.

- Strengthening the role of an independent media by providing training for journalists.
- Supporting initiatives that promote knowledge networking and the sharing of best practice on information provision and access
